Ludgate hill is one of the many entrances to the City of London (London financial district) routinely monitored by police after the Baltic Exchange was bombed in 1992. The bright light in the photo on the top of the hill is St. Paul's cathedral (which has its front currently wrapped in white plastic due to construction).
